Opinion: So soon? The reported resurrection of repeal and replace

The “foreseeable future” may not be so long after all. From the New York Times:

“Under extreme pressure from conservative activists, House Republican leaders and the White House have restarted negotiations on legislation to repeal the Affordable Care Act.

“But efforts to revive the legislation in the House could take weeks, lawmakers conceded, as Congress moves forward with a full plate of other time-consuming issues. And the renewed push did not meet with much enthusiasm from Senate Republicans, who said they had other priorities at the moment.

“Nonetheless, Speaker Paul D. Ryan vowed to renew efforts to repeal the law, despite last’s week crushing setback when House Republicans tossed aside a repeal bill because they lacked the votes to pass it.

“Just days after President Trump said he was moving on to other issues, senior administration officials said they still hoped to score the kind of big legislative victory that has so far eluded the White House. Vice President Mike Pence was dispatched to Capitol Hill on Tuesday for lunchtime talks.

“‘We’re not going to retrench into our corners or put up dividing lines,’ Mr. Ryan said after a meeting of House Republicans was dominated by talk of how to restart health negotiations. ‘There’s too much at stake to get bogged down in all that,’ he added.

“Democrats had celebrated what they thought was the demise of the repeal bill on Friday. But the House Republican whip, Steve Scalise of Louisiana, said on Tuesday, ‘Their celebration is premature.’

“‘I think w’re closer today to repealing Obamacare than we’ve ever been before, and surely even closer than we were Friday,’ Mr. Scalise said.”

I’m not sure how much of this from Republicans is real and how much is bluster, though it does dovetail with what the AJC’s Tamar Hallerman reports today about Georgia’s Jody Hice. And it reflects a hard truth for Republicans: They cannot, after campaigning on the repeal of Obamacare for seven-plus years, possibly let Obamacare remain in place and continue to implode, and realistically expect the political fallout to hit only the Democrats. Leaving it in place will transfer some degree of ownership to them, and they’ll likely pay a big price at the ballot box if that’s where things stand in November 2018.

To answer my question from last week when the House GOP’s initial repeal-and-replace plan fell apart, it would appear President Trump has taken this punch quite well if he has really gotten people back to the negotiating table so soon. The real test will be whether the White House and the Congress can agree on a sequence of steps — legislative and regulatory, because it will take more than one effort at each — that gets things moving. That will require Trump to acknowledge the congressional holdouts are right that the small details matter greatly in a matter like this, as well as their conceding his point about the big picture politically of moving forward with something mostly agreeable even if it’s far from perfect.

If the respective sides can come to that understanding, I don’t see why Repeal and Replace 2.0 would be any more difficult now than it was before the first version crashed.

Even Trump knows that 'Medicare-for-All' is a winner.  What he also knows is that gearing up this silly 'Appeal and Replace' debate once again helps keep the heat off the Russian treason assessment (so called 'Art of the Bad Deal').  But, the Senate is gearing up after the House loses courage.

When will the repubs invite the Dems into negotiations on improving ACA and the repubs get some of their agenda like yearly verifying disabilities in medicaid? States like GA are already doing this to check fraud. When will they legislate for all Americans versus just the far right?

You apparently don't recognize that is why the bill had to be pulled.  The pulled bill was Obamacare under a new name.

If Repubs want to survive the mid terms they must repeal ACA and put something in place that satisfies the base.

Do you understand the core disconnect between moderate republicans and freedom caucus republicans. They want different things and they both can't get what they want.


Compromise is such a dirty word that I doubt either side will bulge. 


BTW: The majority of republicans voted for this bill. Around 200. So it would make sense to work hard to convince a few republicans to switch their vote then to start-over again.

The problem in the House with ACA repeal is, the Repubs don't have any balls.

Even a blind man can see if ACA is repealed with a phase out over two years the Dems would cooperate on a new bill.

There is no way the bleeding hearts would set back and not try to keep subsidies for their dependent base.

 Despite President Trump’s back-and-forth, and Senate Majority Leader Mitch McConnell’s depressing statement that the Obamacare “status quo…(will) go forward, regretfully,” every House member I spoke with believes that an improved measure will come up for a vote in less than a month, perhaps in just one to two weeks.

Those who were likely “yes” votes on the prior bill agreed with most criticisms of the bill by the “no’s,” but did not believe the policy issues were large enough that the bill should have been defeated. Those who were likely “no” votes agree with the others that it is tremendously important that the GOP show it is capable of governing, and not just opposing. Every likely “no” vote in the House and Senate whom I spoke with appeared sincerely to “want to get to yes.”

“This investigation’s scope will go wherever the intelligence leads,” Mr. Burr said during a rare joint news conference.

Asked later whether he had encountered any “direct links” between Mr. Trump and Russia’s interference, Mr. Burr was stern.

“We know that our challenge,” he said, “is to answer that question for the American people.”

The American people deserve no less, and that's certainly not something they were getting from the arse-clown obstructionist leading the House investigation.

Any bill to do anything with Obamacare has to pass two houses of congress. Constitutional requirement. The last attempt was doomed to failure the day the House decided to vote on a bill before they knew they had the votes in the Senate to pass the bill. Which was nonsense! Most of the Obamacare repeal will take 60 Senate votes unless Republicans rewrite Senate rules.

"The Art of the Deal".  Really???????  So make a deal! Deal. OK. Give me my wall and I will give you a path to citizenship and we will repeal/rewrite Obamacare and increase the number being covered and I get a big defense spending increase. Deal? Deal!

Caveat.  Most members of Congress do not want a deal. Looks like another golfing weekend in Florida.

The Trump agenda item of revving the slow Obama economy he inherited needs to include removing the onerous financial burden that Obamacare has placed on private sector business. This is particularly true with small business. In order to reduce taxes repeal and replace of Obamacare is an essential component. The Democrats won't help even though the Obamacare implosion is a fact that they know is a certainty. The only Democrats who don't are the rank and file KoolAid drinkers we see on these blogs. Trump needs to get very much involved in carrying the message to the Republican congress that it will require all hands on deck to get this accomplished or the enthusiasm that's been seen among business leaders will wane along with the new confidence the public has in a growing economy and job growth.

If you think an economy averaging under 2% GDP growth is doing pretty well is good work but most Americans disagreed with you. The longest recovery since WWII. As for Medicaid expansion doctors abandoning Medicaid has created a shortage of providers for the poor making its third rate healthcare coverage even worse.

If it wasn't for the Fed printing money and near zero interest rates the economy would have collapsed. The three million you allude to are the uneducated rank and file Democrats helped I'm certain with illegal voters in the large urban area sanctuary cities. Medicaid is undeniably third rate coverage that is suffering from providers declining to accept Medicaid patients. Expanding it places a financial burden on states and exacerbates declining provider availability.
